Express shipping from China to Saudi Arabia in 2026: courier rates by weight band, 2–6 day transit, SABER SCoC rules and the SAR 1,000 personal duty relief.
Express shipping from China to Saudi Arabia is parcel-level transport: one courier collects at your supplier, flies the goods, clears them with the Zakat, Tax and Customs Authority (ZATCA) and delivers to a Saudi address in 2–6 working days, for roughly $14 to $35 per chargeable kilo.
This guide is dated to Q4 2026: our weight-band rates, the surcharges a quote leaves out, and the two items that decide most Saudi parcels — a SABER shipment certificate that must exist before the customs declaration is filed, and the SAR 1,000 duty relief that applies to individuals only. Quick Answer: Express Shipping from China to Saudi Arabia Costs (Q4 2026)
Saudi Arabia has two express products that behave differently at the border. An integrator parcel is priced per piece by DHL, FedEx, UPS or Aramex, billed on chargeable weight, and cleared under that carrier’s own broker licence. Consolidated express cargo is priced per kilo by a forwarder that flies and clears the goods itself, usually on DDP terms.
| Service | Practical size | Cost basis (Q4 2026) | Door to door |
|---|---|---|---|
| Express courier (DHL, FedEx, UPS, Aramex) | 0.5–45 kg chargeable | $29–$50 per parcel; $14.64–$17.88 per kg from 5 kg | 2–6 working days |
| Consolidated express cargo | 20–300 kg | $5.50–$11.00 per kg, clearance commonly included | 5–9 days |
| Air freight, for reference | From 100 kg | $10.50–$13.80 per kg at 100 kg; $6.70–$8.80 at 1,000 kg | 3–6 days plus clearance |
| DDP air, for reference | From about 20 kg | All-in per kilo, duty and VAT handled | 5–8 days |
| Sea LCL, for reference | 1–15 CBM | $100–$150 per CBM | 18–30 days |
The air and sea rows are freight only — they exclude Saudi clearance, duty, 15% VAT and delivery. The DDP row is all-in door to door. Express sits between them: the flight and last mile are included, but the duty bill arrives separately unless you buy DDP.
Express Courier Rates from China to Saudi Arabia by Weight Band
Couriers do not sell one flat per-kilo rate. Pickup, minimum charge and handling do not shrink with the parcel, so the effective rate falls as weight rises. Our Q4 2026 contract rates on this lane, freight only, before the fuel surcharge:
| Service | 1 kg | 2 kg | 5 kg | 10 kg | 15 kg |
|---|---|---|---|---|---|
| DHL Express Worldwide | $34.60 | $47.20 | $89.40 | $159.80 | $219.60 |
| FedEx International Priority | $46.80 | $64.30 | $86.20 | $154.70 | $223.40 |
| UPS Worldwide Saver | $49.20 | $58.10 | $98.60 | $166.40 | $231.80 |
| Aramex | $29.40 | $41.80 | $83.70 | $148.20 | $206.50 |
The effective rate runs from $17.88 per kg on a 5 kg DHL parcel down to $14.64 per kg at 15 kg, and the same 10 kg carton costs 8% more on UPS Saver than on FedEx Priority. The cheapest carrier changes with the band: Aramex wins at 1 kg and at 10 kg, FedEx at 5 kg, and DHL is rarely the cheapest but clears regulated goods fastest. This is the card we quote from on the Express Courier from China page, and most Saudi parcels leave from Guangzhou or Shenzhen.
Chargeable Weight: Why a 12 kg Carton Can Bill as 24 kg
Couriers bill the higher of actual weight and volumetric weight at a divisor of 5,000 — length × width × height in centimetres, divided by 5,000. A 60 × 50 × 40 cm carton weighs 12 kg on the scale and 24 kg on the tape, so it bills at 24 kg and costs twice what the scale suggests.
Air freight uses 6,000 for the same box: 20 kg. That 4 kg gap is the most common source of “the quote went up” on this lane, which is why we ask for carton dimensions at the quote stage rather than after packing. Flat-packing two shallower boxes instead of one deep carton often saves more than switching courier, and a fuel surcharge of 15–30% of the freight, revised weekly by DHL and FedEx and monthly by UPS, sits on top of every rate in the table above.
DHL vs FedEx vs Aramex on the Saudi Lane
All four networks are licensed to clear commercial goods in the Kingdom, but they do not enter the same way, and the airport a parcel lands at affects the delivery day as much as the flight does:
| Courier | Transit to RUH / JED / DMM | Clearance pattern | Strongest on |
|---|---|---|---|
| DHL Express | 2–4 business days | Own broker licence; clears at all three airports | Regulated and high-value parcels, documents |
| FedEx International Priority | 3–5 business days | Riyadh shared facility for Central Province; Western Province documents at Jeddah airport, non-document Western cargo via Riyadh; Dammam clears in-house around the clock | Heavier parcels, Eastern Province industrial cargo |
| UPS Worldwide Saver | 4–6 business days | Major cities; consolidated monthly invoicing | Predictable mid-weight commercial parcels |
| Aramex | 4–6 business days | Own Saudi ground network plus last mile | 1–2 kg parcels, secondary cities, cash on delivery |
The FedEx routing point surprises buyers: its own import guide sends non-document cargo for the Western Province through Riyadh, so a parcel addressed to Jeddah can enter the Kingdom 900 km away and truck back. On a 30 kg carton that is worth one to two days, and it never appears on a rate card. Ask which gateway a quote assumes before comparing prices.
How Saudi Customs Clears an Express Parcel
Saudi clearance runs through Fasah, the single-window platform operated by ZATCA, which has held both the customs and tax authority since the 2021 merger. The declaration (bayan), the assessment, the inspection booking and the payment all happen in one system, and the numbers on the invoice, the certificate and the declaration have to match to the digit.
| Stage | What happens | Typical time |
|---|---|---|
| Pre-arrival | Manifest and declaration data filed; the SABER certificate must already exist | 0–1 day before landing |
| Arrival and screening | X-ray at the cargo village; canine or manual inspection by exception | 2–8 hours |
| Assessment | Duty on CIF value; 15% VAT on CIF plus duty | Same day |
| Payment | Carrier or broker advances small amounts; larger bills paid through SADAD | 0–1 day |
| Release and delivery | Release order issued, then last mile to the address | 1–3 days in the three main metros |
A clean express parcel clears within 24 to 72 hours of landing; one missing document stops it and starts the storage clock.
The SAR 1,000 Duty Relief Is Smaller Than It Sounds
Saudi Arabia’s de minimis is SAR 1,000, about $266 at the pegged rate of 3.75, and three conditions are routinely missed:
- It applies to personal consignments only. Commercial imports consigned to a business go through formal entry at any value, with a commercial registration and a broker authorisation.
- It is measured on CIF, so freight sits inside the threshold. A $240 order with $70 of express freight is a $310 consignment, not a $240 one.
- It relieves duty, not VAT. The 15% VAT is still assessed, and low-value online purchases also carry a SAR 15 customs service fee.
Above the threshold the arithmetic is: duty on CIF at the tariff rate for the HS code — 5% for most electronics, machinery and auto parts, 12% for apparel, 15% for footwear and furniture — then 15% VAT on CIF plus duty. On a 10 kg electronics parcel worth $1,450 with $159.80 of freight, that is $80.49 of duty and $253.54 of VAT, so $334 of charges follow the courier bill.
Who the Consignee Is Decides How It Clears
An individual consignee needs identity details on file — national ID or Iqama number, place of issue, expiry — and a working mobile number, because the Saudi team calls before generating the bayan. A company consignee needs the commercial registration number, its place and date of issue, a VAT number if registered, and an EAL authorisation in Fasah naming the broker who may clear on its behalf.
That distinction is worth money: import VAT paid by a VAT-registered Saudi business is recoverable input tax, while import VAT paid by an individual is a final cost. The whole 15% turns on who is named as importer of record, which is why we settle that before quoting DDP.
SABER: The Certificate That Must Exist Before the Parcel Flies
Since 1 October 2025, every imported shipment needs a Shipment Certificate of Conformity (SCoC) issued through SABER before a customs declaration can be submitted — regulated and non-regulated products alike. A parcel already in the air cannot be fixed from China.
| Document | Issued for | Validity | Who requests it | Needed before |
|---|---|---|---|---|
| PCoC (Product Certificate) | Each regulated product or model | One year | Importer, through an accredited conformity body | The first shipment and each renewal |
| SCoC (Shipment Certificate) | Each shipment, tied to one invoice | Until the goods clear | Importer or its agent, on SABER | The customs declaration |
| Self-declaration | Non-regulated products | Product registration | Importer | The SCoC request |
| SFDA registration | Food, cosmetics, medical devices, pharmaceuticals | Product-specific | Importer | Arrival |
| CITC type approval | Telecoms equipment and spare parts | Model-specific | Consignee | Collection |
Two practical consequences. A PCoC is a product-level investment — paid once a year per model, so a first order of 20 units and a repeat order of 2,000 share the same cost base. An SCoC is billed per shipment, an argument for one invoice per consolidation rather than weekly releases.
Regulated does not mean only electronics. Consumer goods, building products, toys, auto parts and electrical appliances all sit under SASO technical regulations, and the platform checks them by HS code. Non-regulated goods still need the importer’s self-declaration before the SCoC can issue. Official references: SABER, SASO and ZATCA.
Two other gates sit beside SABER. The SFDA controls food, cosmetics, medical devices and pharmaceuticals and refuses clearance without prior product registration; the CITC controls telecoms equipment, including spare parts, and its approval number must be on the shipping documents before collection. Arabic labelling and a non-removable country-of-origin mark are checked at the same time.
Express vs Air Freight vs Sea LCL: Where Each Stops Making Sense
The usual advice is that express stops paying above 45 kg. On this lane that is wrong, because of how Saudi air freight is priced.
| Mode | At 45 kg | At 100 kg | At 1,000 kg | Door to door | Duty and VAT |
|---|---|---|---|---|---|
| Express courier | $621–$836 | Above courier size | — | 2–6 days | Billed separately |
| Consolidated express cargo | $495–$620 | $1,100–$1,380 | — | 5–9 days | Often included (DDP) |
| Air freight | Billed at the 100 kg band | $1,050–$1,380 freight, plus $300–$450 destination charges | $6,700–$8,800 freight | 3–6 days plus 2–4 days clearance | Billed separately |
| Sea LCL | From 1 CBM | From 1 CBM | — | 18–30 days | Billed separately |
At 100 kg, consolidated express lands at $1,100–$1,380 with clearance inside the price. Air freight at the same weight costs $1,050–$1,380 for the flight alone, plus $300–$450 of destination handling, clearance and delivery — $1,350–$1,830 in total. Express therefore stays competitive to roughly 100 kg on this lane and only loses cleanly past 150 kg, where the airline rate falls toward $6.70–$8.80 per kg at a tonne.
The reason is the weight break. Airlines publish per-kilo rates by break, the first break is 100 kg, and below it you pay the 100 kg rate on the actual weight — so a 45 kg shipment is charged as though the rate were for 100 kg, while the courier network prices 45 kg as 45 kg.
For anything over 300 kg, sea freight takes over: $100–$150 per CBM to Jeddah or Dammam and 18–30 days. If the shipment is one to three pallets and the decision is finely balanced, run both through the freight cost calculator before booking, and check destination charges on the Air Freight from China page.
Hidden Costs on an Express Quote to Riyadh, Jeddah and Dammam
A freight-only quote is not a landed cost. These lines appear between booking and delivery:
| Charge | Typical Q4 2026 | When it applies |
|---|---|---|
| Fuel surcharge | 15–30% of freight | Every parcel; revised weekly or monthly |
| Remote area | $0.30–$0.60 per kg, minimum $25–$35 | Addresses outside the three main metros |
| Oversize or overweight | Repriced at freight rates | Any piece beyond the courier’s parcel limits |
| Address correction | $10–$15 per shipment | Missing or wrong national address |
| Duty advance fee | 2–3.5% of the duty and VAT advanced, with a minimum | DDU shipments where the carrier fronts the bill |
| SABER SCoC | Billed per certificate | Every commercial parcel of regulated goods |
| Airport storage | Per kilo per day after the free window | Any hold: missing document, unpaid VAT, failed inspection |
| Return to shipper | Full freight in both directions | Refused or unclaimed parcels |
The storage line is the expensive one: a hold for a missing certificate accrues per kilo per day against a shipment that already paid freight once, and on small parcels storage plus return freight often exceed the goods value.
What Actually Delays an Express Parcel to Riyadh, Jeddah and Dammam
The Friday–Saturday Weekend
Saudi Arabia’s weekend is Friday and Saturday, and customs, brokers and delivery run Sunday to Thursday. A parcel landing Thursday afternoon usually clears on Sunday — three days of apparent transit that no tracking event explains. Add a public holiday and a 3–5 day express promise becomes 7 days without a single service failure.
Ramadan and the Q4 Push
During Ramadan working hours shorten, and customs and delivery slow by 3–5 days. National Day on 23 September and Founding Day on 22 February each close the border for a day. From November, capacity tightens as year-end project cargo and eCommerce orders compete for the same belly space.
Real-Life Scenario: Three cartons of consumer electronics, 42 kg, left Shenzhen for a Riyadh office on a Monday. The supplier declared them as “electronic accessories” with no HS code and no SABER certificate, assuming a sample-sized shipment would pass under the SAR 1,000 threshold. It did not: the consignment was commercial, the value was $6,800, and the parcel stopped at the cargo village for six days while a PCoC was raised and an SCoC issued against the invoice. The flight took three days; the paperwork took nine. The next shipment on the same account went out with the certificate in hand and cleared in 26 hours.
Our Industry Insight: We open the SABER file at quote stage, not at booking. The question is not whether the goods are regulated — most consumer goods are — but whether a valid PCoC exists for the model and who will request the SCoC against this invoice. Answering that before the cartons are taped removes the largest single cause of Saudi express delays we see.
Our Industry Insight: The second cause is consignee data, and it is boringly administrative. A parcel cannot be declared without an Iqama or national ID for an individual, or a commercial registration number, VAT number and Fasah authorisation for a company. We collect those at booking, because a bayan waiting on a phone call over the weekend is already four days late. The same discipline applies on the neighbouring lane covered in the Kuwait express guide.
FAQ: Express Shipping from China to Saudi Arabia
How long does express shipping take from China to Riyadh?
Two to four business days with DHL, three to five with FedEx, and four to six with UPS or Aramex, counted from collection to the door. Add one to three days if a SABER certificate has to be raised at arrival, and remember that Friday and Saturday are not working days.
How much does express shipping cost per kg?
$14.64 to $17.88 per kg at 5–15 kg on our Q4 2026 contract card, and $23 to $34 per kg on 1–2 kg parcels, where the minimum charge dominates. Consolidated express cargo above 20 kg runs $5.50 to $11 per kg with clearance included.
Do I need SABER certification for an express parcel?
Yes, for any commercial shipment. Since 1 October 2025 an SCoC is required before the declaration is submitted, for regulated and non-regulated products. Regulated goods also need a valid PCoC, issued once a year.
Is there a duty-free threshold for parcels to Saudi Arabia?
SAR 1,000, about $266, applies to personal consignments and is measured on CIF, so freight counts toward it. It relieves duty only; 15% VAT is still due, plus a SAR 15 service fee on low-value online purchases. Commercial consignments clear formally at any value regardless.
How is the 15% VAT calculated?
On CIF plus duty: (goods + freight + insurance + duty) × 15%. A $1,450 parcel with $159.80 of freight and 5% duty carries $80.49 of duty and $253.54 of VAT.
Can express parcels go to Amazon.sa or a 3PL?
Yes — Amazon.sa warehouses in Riyadh and Jeddah and third-party warehouses, with labels applied before collection. The SABER certificate and commercial registration are still required.
What can I ship by express to Saudi Arabia?
Samples, spare parts, documents, electronics, apparel, registered cosmetics and small replenishment orders. Restricted: telecoms equipment without CITC approval, food and pharmaceuticals without SFDA registration, and goods without a country-of-origin mark.
Can I pay duties as part of the price?
Yes, on DDP lanes we settle duty and VAT and deliver against a single invoice. On DDU lanes the carrier advances them and bills the consignee a percentage fee, so the consignee also controls the timing of release.
Conclusion
Express to Saudi Arabia is a fast lane with a slow gate. The flight is reliable and the rates are predictable by weight band; what decides the delivery date is whether a SABER certificate exists before the parcel flies, whether the consignee’s identity data is complete, and whether the consignment is tested against SAR 1,000 on CIF rather than invoice value alone.
Three things worth settling before the next booking: confirm whether a PCoC exists for the product, decide whether the importer of record will be the company or an individual, and compare the CIF total with SAR 1,000 rather than the invoice total. The rest — carrier, weight band, gateway — is arithmetic once those three are decided.
